On May 14, 2018, the Government issued Decree No.67/2018/ND-CP detailing some articles of the Law on Irrigation. The Decree took effect since June 22, 2018.
Accordingly, Decree No.67/2018/ND-CP stipulates types of permits for activities within the irrigation works’ protection area, including:
- Construction of new works;
- Setting up wharves and yards for gathering raw materials, fuel, materials, supplies and means;
- Drilling, excavating geological survey; to explore, exploit minerals, construction materials, exploit underground water;
- Discharging waste water into irrigation works, excluding the discharge of waste water on a small scale and containing no toxic substances and radioactive substances;
- Planting perennial trees;
- Tourism, sports, scientific research, business and service activities;
- Activities of inland waterway means, motorized means, except for rugged motorbikes, mopeds and rudimentary inland waterway means;
- Aquaculture;
- Explosion and other explosive activities;
- Construction of underground works.
Therefore, Decree No.67/2018/ND-CP stipulated some new types of permits in comparison with previous documents, raising the capacity requirements of organizations and individuals who participated in activities within the irrigation works’ protection area, thus protecting water sources and aquatic resources.
