{"id":17090,"date":"2023-12-12T04:21:53","date_gmt":"2023-12-12T04:21:53","guid":{"rendered":"https:\/\/bizlawyer.vn\/?p=17090"},"modified":"2023-12-15T03:02:04","modified_gmt":"2023-12-15T03:02:04","slug":"quy-dinh-moi-ve-phong-chay-chua-chay","status":"publish","type":"post","link":"https:\/\/bizlawyer.vn\/vi\/quy-dinh-moi-ve-phong-chay-chua-chay","title":{"rendered":"New Regulations on Fire Prevention and Fighting"},"content":{"rendered":"<p><span style=\"font-weight: 400;\">Recently, the Ministry of Construction has issued Circular No. 09\/2023\/TT-BXD to adjust national technical standards related to fire safety for both residential and construction projects, introducing several noteworthy provisions, replacing the content stipulated in the previous Circular No. 06\/2022\/TT-BXD (&#8220;Circular 09&#8221;).<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Below are some new regulations on fire prevention and fighting effective from December 1, 2023.<\/span><\/p>\n<p>&nbsp;<\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Firstly:<\/b><span style=\"font-weight: 400;\"> Regarding the scope of application and classification of residential buildings. Circular 09 specifies a height limit for residential buildings not exceeding 150m and not more than 3 basement floors. It clearly distinguishes between apartment buildings, collective housing, and individual houses.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Secondly:<\/b><span style=\"font-weight: 400;\"> Regarding decentralization and local technical standards. Circular 09 strengthens the decentralization of authority to localities in fire prevention work. It adds the authority to issue local technical standards.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Thirdly:<\/b><span style=\"font-weight: 400;\"> Regarding fire resistance requirements. Circular 09 tightens specifications and fire-resistant materials. It adds minimum requirements for unrestricted fire-resistant components.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Fourthly:<\/b><span style=\"font-weight: 400;\"> Regarding escape routes and safety for people. Circular 09 adjusts regulations on escape routes, removing rolling doors or revolving doors on escape routes if considered emergency exits.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Fifthly:<\/b><span style=\"font-weight: 400;\"> Regarding firefighting water supply and equipment placement. Circular 09 requires the installation of a firefighting water supply system when constructing technical infrastructure.
